If Tsunade has the reaction and speed feats that rival the paths then she can avoid FRS.

FRS is basically a larger version of a Fuma Shurikan, are fuma shurikans fast? No. You know that move is slow when you can simply jump out of the way and when it expands jump again.

SM Naruto can throw the FRS, base Naruto can't. So your first point is irrelevant.

Base naruto also fought madara infact it's a clone of him in base. He attacked with a chou adama rasengan and also stopped a big scale tech. Madara praised him. A clone of base naruto that is. When your life depend on a fight you will use everything you have, kakashi is using kamui and itachi his ms despite the side effect when they have no choice.

The fight wasn't one on one it shouldn't be disregarded as a feat, since 1v1 madara would murder tsunade. Naruto IC used RS against Kakuzu. And killed two of his hearts (killed him twice technically) worst case scenario for him is tsunade ending up on the ground near death. Not to mention nothing stops him of sending in a clone with RS.

Tsunade is not losing to base Naruto. Come on now people. Even Kakazu losing to Naruto made now freaking sense. How can you feint someone when the Jutsu you're going to use is making a loud noise? Clone feinting and landing a Rasenshuriken will only work on someone who is deaf, and considering the fact that Naruto can't throw it and his base form's lack of speed, this thing will not hit Tsunade. Providing there is no PIS of course.
