And Kakuzu got fooled by it, simple as that. I see no reason why Tsunade wouldn't get fooled by it either.

Base naruto takes it. Clone feints and FRS. He can send in a clone to land a FRS, he doesn't have to land it himself. Not to mention base naruto's chakra pool and kurama's are one now. Naruto can also summon boss toads.

Base nardo has FRS, but the paths didn't seem to have too hard of a time dodging it being thrown. That's the biggest threat he has too.... not very fast either. She's smart enough.

I assume base means no kyubi influence. I'm going to say Tsunade wins.

FRS is basically a larger version of a Fuma Shurikan, are fuma shurikans fast? No. You know that move is slow when you can simply jump out of the way and when it expands jump again.
