Naruto at base would still be able to go into a biju state because kurama's chakra had fused with him, Just like Ginkaku and Kinkaku.

But Sasuke with his 3t Sharingan and Naruto with his Biju state mode. Sasuke still wins.

Naruto would be at a disadvantage with Sasuke's genjutsu, also his chidori sword would be able to cut through the cloak covering Naruto.

Sasuke wouldn't always win as seeing Naruto still has some pretty big attacks, but overall Sasuke would win 7 out of 10 times.

Around 80% of Naruto's power derives from his Modes.

His base skills are only a shade or so ahead of what they were at the start of Shippuden, that's not to say they're weak, it's just Sasuke owned those basic skills a lot more.

Naruto with one tails beat up sasuke with his 3 tomoe sharingan , if it wasn't for the curse mark, so giving him two just allows him to win against sasuke with or without the curse mark ergo naruto wins also you didn't say which form because if they're older naruto has a even better chance while sasuke didn't learn any new jutsu until he got his sharingan further along so yeah naruto ftw.,

Sasuke would be able to slice through any of 1 tail Naruto's attacks with his Chidori blade and also numb the area afflicted. And if Sasuke had Sharingan, Naruto would lose to his genjutsu aswell. Sasuke would win.
