Does base Naruto stands a chance against base Sasuke ?

Naruto knows how to break genjutsus, he only didn't break Itachi's who is a genjutsu expert and well above Sasuke. Bijuu state is not base since Naruto has to active it, same for Sharingan. Naruto can counter Lightning cloak with wind kunai, he learned how to coat weapons with wind when he was still learning to use wind chakra, he mastered wind chakra now. Naruto have the tools to counter Sasuke, I put Naruto over Sasuke base since Naruto's base only kept improving while Sasuke's stayed the same.
Actually no, In the beginning of Shippuden Naruto's level was about high chunin and after beating Kakuza, Kakashi said Naruto was on his level if not surpassed so Naruto's base went to high jounin level since that's what Kakashi was at that time. Then Naruto improved even more after learning SM as shown when he single handily countered Omoi and Karui's kenjutsus even though they're both jounins who were trained by Bee. Naruto, with Sakura had trouble taking on Kakashi in the beginning of Shippuden and then we see him taking on 2 jounins trained by a Bee, himself.
Sasuke's base never increased from his powerups, he went from CM to MS to EMS with no training.
That was in the beginning of Shippuden, Naruto's base improved where Sasuke's did not. Last we saw Sasuke train when was he beat a bunch of Sound fodders which part 1 Asuma did himself easily. Naruto went from high chunin to high jounin as I explained in the replies above. Also that example you used was when Naruto was severely weakened or did you forget when he collapsed and Sakura said he didn't recover?

. Chakra cloak is constantly doing damage to Naruto's body so after going 4 tails he was weakened.So that's not an accurate example. But Naruto was about high chunin level while Sasuke was about mid jounin for their bases. Sakura and Tsunade believe Sasuke's growth was not normal and that Orochimaru used drugs or forbidden jutsu to increase his growth speed

. What did Naruto say? "I can't defeat Sasuke at his current level....", Current is the key word, Sasuke went for Itachi's eyes right after leaving team 7 so EMS would be his current level. No, only Madara shown that feat for using Susanoo with no Sharingan. Naruto has great reaction, he took on 2 jounins and countered their attacks right as they were going to attack

. Saving Sakura is what got him pushed back. What happened in part one when Sasuke had more speed? Naruto still kept up, not much changing now since Sasuke's speed never increased except with CM which he doesn't have now while Naruto's stats all improved throughout his many trainings.
