lol1. well Oda developed the OP world so that an island with random stairs in the air is completely possible... lol How do you define PnJ? You have to have a plot for that you know?
Oda is good at raising emotions. He knows how to work with them and angles for all the spices - in the right mix. You are riding a tide and you ignore irrelevant things like how making a staircase in the air or second gear is picked from Tom and Jerry fight or how Luffy suddenly came out of the Colosseum no one could go out or little things like that.
Kishi made a universe which is quite rigid and gives him much less flexibility in such terms. He tried to explain a bit too much but that made people use actual physics and science when reading a shonnen manga. People question si-fi crap less but they pick up their calculators to measure attacks in Naruto.
If a Madara would pull susano while being blind in OP we will hear nothing but about the awesomeness of that character all day. Because Oda never go in to details to that extent in the first place to get himself in such a situation. Devil fruits and haki are defined but loosely in comparison and can be added to a character at any time unlike Naruto where you either have a KG or not.
Also OP just started to gear up and something like a definite plot came up in recent arcs. So it's getting exciting. while Naruto is near ending. It would be much less a headache if instead of sporking people can move on to what they like and pay less attention to what they don't.
already posted that once for youactually Naruto has quite bad character development because he as a character is so inconsistent, first he was supposed to be an underdog who had to work hard to become anything and because he was a noone he wanted to be recognized. But slowly things started to fall apart, he got taken under the wing of a living legend (qhich is quite a privilege, by that I mean Jiraiya), than we ''find out'' he is the SON of the 4th Hokage the hero that saved everyone in the village, than we find out his mother and the Uzumaki clan has ties with the Senju, we find out he is the child of prophecy, ... from an underdog story he has becom the most privileged kid in the entire Narutoverse, hard work? c'mon is this a joke?? And his goals arent consistent either: I wanna be acknowladged, I wanna be Hokage, than I want to save Sasuke for you Sakura, than I want to save Sasuke so I am worthy, I want to bring peace to the world, ... -.- Naruto has developed but not consistently with what he was supposed to be in part 1. And above all we find out that the fox inside of him is a goody good guy which kinda makes the whole ''Naruto isolation because he has a monster inside of him'' just weird in retrospect.

Actually Madara being able to use Susanoo without Sharingan would be teh equivalent of someone whos DF has been extracted would come and be still able to use the DF power, if that happened fans WOULD notice. Kishi goes into details and than forgets they are there, Oda created the concept pf the Devil fruits exactly so that he would be able to do crazy stuff with it, he doesn't need to give us more details with DF's in general because there are none, as simple as that, no point at making little detailed restrictions if you are just gonna break them.

Some antagonists are quite explained in Naruto yes but the current 2 villains are just weird, everyone likes Madara because he is a badass but it's never been properly explained why he is doing all this, and Obito just plain sucks (Rin -.-) and there is the matter of consequences for one who literally started a world war and killed oh so many ppl ... now a hokage and a jounin are actully his body guards it seems, like wtf?
Naruto characters have developments but way too many end up forgotten and abandoned, and some of them are quite inconsistent

yes, Naruto was portrait as a runt who has noone, is stupid and will need to work hard to get there, there was a whole epic fight with Neji to solidate that.
you are right on spot followed by DBZ ... but that doesn't really matter, I have followed Naruto for 7 years and I love the story but in tis year Kishi has managed to completely kill my excitement, I prefered OP by a lot before but now, while OP is still just going uphill, Naruto is plummeting completely
