C] Genjutsu is one of the ways Sasuke could use to bypass the Hiraishin. Considering that Tobirama already looked into the eyes of an Uchiha that is supposed to be superior to Sasuke multiple times, I see no reason as to why he won't look into Sasuke's eyes.
Genjutsu is not instant. The second Sasuke starts gathering chakra in his eye, Tobirama can either FTG away, close his eyes or simply bunshin feint it.
