She is not fast enough to beat any kages, Cause they all have long range attacks, sorry but tsunade has none. On top of that she was only shown fighting a edo careless madara in susanoo.. Even the final attacks were done by the other 4 kages before madara did his work.. She is good for support and healing but not for offence which makes keeps her at the bottom of the kage rankings.. in bold she never has never will, Hitting a still object is quite easy other than a moving one...Even black zetsu is better than her..
We don't know if she is capable of sneaking in hits on them. We never will because they will never legitimately fight each other. At the end of the day it's all assumption thats all im trying to say.
She was careless because she damn well knew she wasn't dying from any hits she was taking. Ay was telling her she was being sloppy or careless, because she was just taking hits like a G. He was concerned she would exhaust herself.
If Tsunade can tank said attack, she is capable of getting close to the opponent IMO. Ay doesn't have long ranged techniques.
What you last did there is what im talking about. Just because her specialty is leaning more toward medical ninjutsu noone appriciates all of a sudden she is weakest. Offensively she may be down at the bottom (i still believe she can beat a few kage in general)
As for her medical skills and all assessed she is up there in kage ranking in terms of ability.
Kabuto - Sneak attack. It works, but its not a testament to Tsunade out-speeding Kabuto.
Orochimaru - Using his tongue to pull him in.

Sneak attack or not. Tsunade was on the ground also torn muscle tissues to slow her down and nerf her strength and she managed to get up and around kabuto to hit him with BPD. Not slow.
Besides my arguement isn't mainly about her speed but the fact she does indeed manage to hit faster people.
And the toungue thing, that just goes to show you how Tsunade is a thinker, and brains often outsides people. Look at shikamaru.
This is why i am saying noone really knows how she can manage to get around situations. She has experience. Sometimes it makes he difference.
