No, Naruto isnot a candidate to be a good hogake at the moment. He is to simple minded and doesnot have any understanding of diplomacy. Can you imagine naruto as a U.S. amabassador or my god the presidant? Yeah right, now don't forget he is only 17, I'm sure he will get better as time goes on.
Aside from that, while he may not currently have the skills to be a good hokage, he is more than strong enough to become hogake. And, give Naruto a year studying with shadow clones ( if he used 500 a day) that would give him 500 years of experience , Naruto would be fine with that on his rezume.
Lastly,its hard to answer your question seriously, we don't really know what it takes to become hogake, we know they do paperwork ( naruto would suck at that, but kage bunshin would minimalize that) What does a hogake do during a time of peace?? Personally, I think Naruto is a candidate but I beleive that he would be better suited following Jiriaya and being a sage. Sasuke is better hogake material than naruto, in my opinion and I can't see naruto being happy with a desk job.
I think Naruto should wander the elemental countries and teach his ideology to people ( similar to jiriaya, and the original sage of six paths )
