You always have to keep 'feeding' your jursu chakra, so of course you have to focus on it. It will fall until you stop feeding it chakra. It thus also activates with chakra. The hail will fall short range around you, thus you have to get into short range of the opponent. You cannot, by my knowledge, move the direction of the technique, thus no, you cannot move it in my opinion when it falls. No, you can only use it one time per usage of the technique. No, or it will just fall as rain. Hail will fall like hail :p

Just one question about the second one. If I have to keep focusing on it, how do I use other jutsus/elements?

Well, let me reword it. You focus your chakra on it as you send it in the sky, where it will stay for three turns. (In the meantime you can obviously use jutsus and shizzles.) Then, when it is ready, you focus your chakra on it again, making it hail, and the hail will continue as long as there is chakra which you send into the sky left or you keep 'feeding' it. In this case it is the former one. I was speaking more in general with my previous answer, my apologies.

*I perform a single hand seal and release water chakra from my body all around me. Then I use my chakra to create a very thick mist around us and proceed. I gather a high amount of rain chakra in my body this time and release it into the air. Then I send the chakra into the clouds and infuse it with them. As I'm done, I use my chakra to start to cool down the water in the clouds more and more until it freezes. Later as the water froze and I have an appropriate amount of it, I use my chakra and make the frozen water fall down in the form of snowflakes.*

Advantages:
- none, not even a little bit. totally useless
- maybe good if there are ice techs that are using snow as a base

Disadvantages:
- way too slow
- doesn't do anything
- have to be used with hidden mist to even have any effect
- useless on it's own. some heavy rain can do the same...

How to defend:

no need to defend. let the moron waste his time with it. tho if needed, just warm up the environment with a wide ranged fire tech and melt the snow or use a wind attack to destroy the clouds.

Questions:

if I use an equal ranked water/rain tech that is using the rain clouds can I overwrite this? or they cancel each other out? or hell work at the same time?

*As I performed the previous jutsu, I cancel both techs and wait a bit. Then I gather a high amount of rain chakra in my body again and slam my hand on the ground. The moment I do this, I release the chakra through my arm and send it into the ground. As it is in the ground, I use the motion it got before, divide the chakra and send it into the water all around me. Then I simply just use my chakra to launch the water back in the sky in the form of small rain drops using the momentum from the slam.*

advantages:
- can make rain techs block the sight twice as before
- cleares the ground from water and make lightning attacks less dangerous
- can confuse the opponent and allow the user to attack
- it's also quite good with lightning based attacks. send lightning in the water and then send it back into the sky. even if the opponent escapes to mid air, he still gets hit

Disadvantages:
- hmmm I can't think of any since it only sends the water back to the sky

How to defend:

looks tricky. create a dome from either wind, water or earth and block the water drops in mid air. create a swamp or something similar ot quickly get rid of the water before it is sent back to the sky. or just leave the area if it looks dangerous.

Questions:

how fast it can send the water back and how much? just like regular rain, but reversed? can it intercept rain based techniques of the same rank or under? like hail or heavy rain?

I don't think you can overwrite it, no, nor cancel eachother out. What you could try is blowing the mist away so it is less effective :p

Yes, like regulair rain but reversed. The chance it intercepts rain based techniques is too small to assume it would, so no.

You then let the orb explode to push the opponent backwards and deal them damage.

Advantages:
- can be used while moving

Disadvantages:
- unknown amount of hand seals, but more probably 5+
- slow
- easy to counter
- too obvious

How to defend:

This technique is pretty much useless. Slow, several hand seals, obvious working... Just counter the opponent while he is gathering the rain. You can throw him off balance, use genjutsu, use any elemental tech, use speed to move away or hell just attack him head on before he can reach you. The number of possibilities is unlimited. Lowering the earth would make it totally useless, or some earth spikes from head on while he is running.

(Hitoshirenu Ame Naifu) - Hidden Rain Knives

Then I infuse the rain drops in the affected area with my chakra and use some shape manipulation to turn them all into long and thin, highly compressed water needles. Then I use my chakra again to redirect the water needles at some parts and attack my target with them.*

Advantages:
- it has a nice area effect
- can attack multiple targets
- hard to avoid
- unexpected
- works well with heavy raining

Disadvantages:
- user shouldn't move too much since he surrounded himself with it
- attacks friend and foe at the same time
- needs several hand seals

How to defend:

A bit tricky. Getting out of range is the easiest way. Push yourself away with an earth or wind tech, or use some speed increasing techs. If not, create a shelter from either wind or earth or maybe water too to block the needles. If you can you could make the opponent fall for his own tech by pushing or pulling him in the way.

Questions:

Can I redirect the needles in a way that they won't hit me if I move? Even if I use an another technique while this is active? Btw 20 meters is long range, so how in the hell is this only short-mid? Or is it not a 20 meters radius, but only 10 and 20 meters in total? Can I block the needles using our Ame umbrella? Tho this question applies for rain techs generally... :p

Well, you have twenty meters to move whilst this technique is active. You cannot use any other jutsu whilst performing this one since you need to focus your chakra. Some say 20 is mid, some say 50 is mid, there is no real guideline for it I think.
It is hardened rain, so no, they would go through your umbrella.

Description: The user focuses rain to form as a large pillar before high up in the rain, and also focusing on a point on the ground where it should land, the water pillar has a radius of 4 meters and is a powerful jutsu to give an upper advantage against the enemy, the pillar dissolves as it lands on the ground creating a shock wave of water

Focus your chakra and send it into the sky to gather rain drops so you can form a big pillar of it, whilst focusing your chakra on the spot where it should land as well. Once you're done you drop the pillar from the sky to the spot where you wanted it to land. As it lands it creates a shock wave of water.

(Hyaku Touei Ame Bushin) - Hundred Rain Reflection Clones

Range: Short
Chakra cost: 40
Damage Points: N/A
Description: A large scale upgrade of the Reflection Rain clone. The user can create his reflection one hundred different times, these clones don't cause a threat to the enemy and is destroyed by one hit but can make the enemy confused and the user will have time to issue another attack. l The clones mimic the user's every move.

Focus your chakra again and send it into the rain to create one hundred reflections of you spread through the rain. This can be confusing to the opponent as they all mimic your every movement, but the clones are completely harmless.
