No, it's not because Mihawk is Zoro's final opponent. It's because of his title which puts him above certain people who themselves are top tiers, like Rayleigh.

Crocodile lost because Luffy cheated. Crocodile demonstrated strength far beyond what he showed in Alabasta , he managed to hold back Sakazuki for a length of time. Something the M3 even now would just about be capable of.2. Crocodile got defeated by early part one Luffy, yet you are saying he is just underneath the likes of current M3?
