And the strongest bio that doesn't need a battle test is probably basic Hashirama, a Hyuuga bio or a Sakura bio. Akimichi is powerful and Aburame is very underrated but has tremendous potential, specially when we consider what you can do with customs for it.
Test bio without having to be a Sensei is probably Nagato or an EIG bio. In terms of potential, Hiruko, Orochimaru have the potential for tons of power and Mei and Muu have the potential to be beasts if we consider some customs that might be made (mei) or some uses of their techniques (muu).
Minato/Tobirama are awesome characters and are awesome bios but it takes much skill to actually use the FTG tags and techs fully. Its something that takes much effort, much skill. Not only that but their moves need tons of description, detail and pinpoint precision. 99/100 people don't know how to rp with them without "shooting themselves on the foot".
