When that happens, Water Dome would pretty much be out already and Itachi won't be able to see Kisame anymore so he won't be able to hit him with Totsuka. Especially considering Kisame's speed.

Only, it's not outside Itachi's character. He's a very analytical person, and even reads people and uses it in battle

While he is analytical, he doesn't just use techniques like Amaterasu, Tsukuyomi, etc. to finish his opponents right off the bat. He follows some kind of an order.. Firstly he uses Tsukuyomi, then Amaterasu and then finally Susano'o.

The Samehada clone didn't show any chakra absorption ability as Kisame was fighting Team Gai... a team that doesn't really incorporate any chakra usage. Throughout the fight, no ninjutsu was even used. Despite not getting the chance to showcase it's chakra absorption capability, the clone showed some other Samehada qualities and abilities, which I stated above. This should be more then enough proof that a Mizu Bunshin clone of Samehada is capable of the very same. Also, Samehada was knocked off of Kisame by Gai, when he used the Mizu Bushin. Explaining why they were not on the Mizu Bushin. Here, we see Gai knocking away Samehada, and then Mizu Bushin being created[

Try again, I edited my post. No it's not. If Itachi believes Kisame could easily avoid genjutsu (his specialty), and samehada (a chakra absorbing weapon) largely makes up for the battle; he most definitely would come up with a plan; predicting how his opponent would react to his actions as well.

Also, he activated his MS when Kisame challenged him. He also didn't wait long to do Tsukuyomi on Kakashi. Anyways that's beside the point, because this particular battle is different from the rest. Situations dictates a person's strategy.
