Situations Where Rain is Useless
Well Besides the obvious of when it's not Raining..
-Within an enclosed area where the user can't create the necessary requirements in order to manipulate Rain clouds. (For say in Orochimaru's hideout, the user doesn't have clouds to create Rain)
-In extreme Heat where water is nearly impossible or impossible to create. (Such as created deserts (Gaara or Topography Control) that comes with extreme heat or a jutsu used that drowns out all water related techniques. Ex: Hell Fire: Heat Wave or a jutsu similar)
-When in constant combat, which means that you can't take the necessary prerequisites to create or manipulate Rain clouds, because you're constantly getting attacked.
- When another user creates Rain with their chakra that interferes with yours, at first. When the Rain becomes lifeless (as in the sense neither the user or opponent has control of the said Rain (like it's just Rain now, no chakra in it) the user can now freely manipulate the Rain once more.

(Suiton: Suishōha) - Water Style: Water Shock Wave

Descripton: This technique allows the user after claping their hands together to make a spiralling vortex of water out of knowhere. The vortex then proceeds to explode from the top in the form of a wave. The user can also control the direction the wave goes with hand movements.
After the shockwave wears off , it would drench the ground, leaving a water source.

Description: The user performs the snake hand seal and creates a large volume of water from their mouth spilling it toward the ground and lifting them up into the air. The user can create a small ocean worth of water even in barren conditions and can use the water for additional techniques.
Leaves a huge water source for the user to work with afterwards.

The stream itself contains so much concentrated water that it can flood medium to large sized depressions of the battle field in relatively short amounts of time.
Most likely the jutsu that gives you the biggest amount of water in order to work with.
With those enacted, think of those as a floor plan for using Rain, literally. Those jutsu aren't exactly Rain Release. They're premature setups, that can be transitioned into Rain Release by one of the following techniques.
(Suiton: Seibun Hōfutsu) - Water Style: Water Heavens Convergence

You manipulate the water to enter the clouds above and then convert it into Rain and use the Rain Element. (If learned already)
(Suiton: Kouu no Fukkou) - Water Style: Rain's Renaissance

Description: The user slams his hand on the ground and sends a large wave of chakra into the ground. (Found in Rain ElementYou must be registered for see links) This lets the user use the nearby Water sources created go back into the clouds and replenish them and use them for Rain. The technique below is an exception to the ones above as it creates the Rain, Artificially, then can be manipulated at will.
(Suiton: Ukojizai no Jutsu) - Water Style: Rain Tiger at Will Technique

Description: A perception ninjutsu, allowing one to freely manipulate rain infused with the user's own chakra after waving the Bird → Rat → Ox → Monkey → Rat → Snake hand seals. The rain falls from rain clouds, formed with the users own chakra. During this technique, the falling raindrops are closely linked to the users senses. When the rain is obstructed by a chakra belonging to someone the existence of the target can be detected. The rain will keep on falling until the user uses the seal to cancel it.
Darui, Rain can only be used while it's raining or can be manipulated from rain. You can't use water sources like the ones you mentioned to create rain techniques. Only techniques that make it rain, can be used to create rain.You know, we don't gotta do no wallies right? :|

=in an enclose area (such as where the kage summit was held)
=In sunagakure (When the use the village cj, causing the atmosphere to be dehydrated.)
=Coyote's CE; Arid release. He has many CEJs that last several turns, which basically sucks the moisture out of the atmosphere for a duration of turns
=When its someone Else rain. Meaning their chakra is already infuse into it.

Haha I know you can't use those jutsu for Rain lol I was saying that you have to pretty much create a water source then do the Rain Convergeance thingy on itDarui, Rain can only be used while it's raining or can be manipulated from rain. You can't use water sources like the ones you mentioned to create rain techniques. Only techniques that make it rain, can be used to create rain.
So you were right with the Heaven's convergence and Rain tiger jutsu, but stuff like exploding colliding wave or shock wave or even a preexisting lake can't be used as a source to use Rain techniques. Only way is for it to be Raining.
Also, both of you said that if it's someone else's rain (i.e someone else uses Rain Tiger, or yours and his mix) you can't use rain jutsu. That was found out to be false some time ago, I was thought that way but in the Q&A I believe it was either Scorps or Ryuijin that said it was false. So yea, you can use any rain present as a source for rain techniques.
