A hokage is a leader; the position is not given to whoever is the strongest thug.

He can just order ANBU or Naruto and Sasuke to fight against a threat.

Who was the smartest Hokage according to the manga? They never comment on that because Hokage is a symbol of strength. They have rulers of the country for wealth and brains. But Shikamaru like his genius father will be the advisor and stratigic leader. That is how he sees himself that's his role. No Kage is shown as the smartest of their village just usually the all around strongest.

The second and third hokages were strong, but they were effective leaders because they were wise. A Shikamaru run Konoha would be the best run village in the Narutoverse.

Why was Shikimaru during the Pain invasion? Naruto saved the village and countless lives. Pretty sure that will be more than anything Shikimaru will accomplish. Not trying to bash Shiki but it would be bad for the story line anyways
