Well Ay was in shock when being caught in genjutsu by Madara, saying that of all peoble him to be caught by genjutsu, because of his great speed. Ay was to fast to be caught by Sasuke's sharingan genjutsu when they fought. Tobirama defeated Izuna with Flying Thunder God Slash, i'm hundred procent sure the Izuna was a good genjutsu user. Hashirama defeated Madara who is prob on Itachi's level when it comes to genjutsu. So why should Minato not be able to counter Itachis genjutsu?

All speculation and YOUR opinion.. could have been because of him being a Kage than having great speed. After all none of the other kage got caught in a genjutsu
