In conjunction with my last thread on why
The Juubi:
The current Juubi was revived using the Gedo Mazo, which had nine 'eyes':
Notice that those eyes are all closed.
We were shown that every time a bijju was sealed into the mazo, an 'eye' opened:
Each of the nine eyes of the mazo represents each of the nine bijuu, or tailed beasts. Now the current Juubi used the body of the mazo, and its eye looked like this:
Now, count the number of tomoes that you see? That's right, there are a total of 9 tomoes. Is this a coincidence?
I think not. There is a definite link to the 9 eyes of the gedo mazo, and the 9 tomoes on the Juubi's eye.
Each of the 9 tomoes on that eye represent each of the 9 tailed beasts that are within it. In other words, those 9 tomoes are the 9 eyes of the mazo, after receiving the Juubi's chakra.
But wait, the manga states that the Rikudo was the one who created the 9 bijju from the divided chakra of the Juubi:
So how are those on the Juubi itself?
The answer is that the Rikudo senin, before he blasted the body of the Juubi into the moon, left a permanent mark on that body. After dividing the Juubi into 9 bijju using Izanagi and creation of all things, he created the Juubi's eye, and then used this eye to cast the Izanagi that would create the 9 bijjus.
Look at the image at the top left, the Juubi's eyes is atop the Rikudo, :
Notice that the eye appears as if its being used by the Rikudo. This is because the Rikudo used that eye to cast the perfect Izanagi that would create the 9 bijju.
So basically, the Juubi's eye was created by the Sage of the 6 Paths while he was its jinchuriki, and the original Juubi didn't have that eye. When Kurama describes the Juubi, we don't see an eye:
