Yes it is. I think he's gonna surpass Madara's susano'o though. EoS Naruto and Sasuke should be the strongest characters in the verse, so yeah he should surpass atleast Madara's susano'o, but unless he gets the Yata mirror and the Totsuka blade, he wont be surpassing Itachi's susano'o.

I say Madara has the best Susanoo followed by Sasuke. Why Sasuke over Itachi? Because Itachi's Susanoo is only as powerful as it is due to third party weapons. Sasuke's is pure technique.. Meaning Sasuke with basic Susanoo and the legendary weapons would put him on par with Itachi. Take away Itachi's weapons and his Susanoo is basic where as Sasuke has already developed much further by being able to use Amaterasu (with blaze control) through his Susanoo.

Correct both has only one of MS so it impossible cause combining two MS gives you susanoo
