First of all, Madara had 90 years to Master the Susanoo.
Sages weapons are not a part of Itachi's susanoo just the supplements. So you can't count it. Without them Itachi's Susanoo is weak against the other two.
And Sasuke just awakened it, he has no experience.
I believe soon his susanoo will be the strongest.

I say Madara has the best Susanoo followed by Sasuke. Why Sasuke over Itachi? Because Itachi's Susanoo is only as powerful as it is due to third party weapons. Sasuke's is pure technique.. Meaning Sasuke with basic Susanoo and the legendary weapons would put him on par with Itachi. Take away Itachi's weapons and his Susanoo is basic where as Sasuke has already developed much further by being able to use Amaterasu (with blaze control) through his Susanoo.
