It's been quite a speculation that Obito was the one that casted genjutsu on the 4th mizukage but I believe that this is false.
The main reason:
Obito has yet to show any superior genjutsu skills in the entire series that he has fought except for controlling the nine tails. As we all know having MS gives you the ability to controll the nine tails so it's not a viable fact to say he is epic genjutsu user due to him controlling it with his eyes.
Proof MS grants Kyuubi control:
Second reason:
If Obito could cast this amazing genjutsu.. why didn't he do it with any one else or recast it on the 4th Mizukage after AO broke it the first time.
Third reason:
Obito Genjutsu was broken by Kakashi. Not saying Kakashi genjutsu is weak it's just I don't think Kakashi should be able to break a Perfect Jin controlling users Genjutsu.
Final Reason:
Every Uchiha in the series has used high level genjutsu on a strong opponent EXCEPT Obito
Madara used on Raikage(Tailed beast level chakra)
Sasuke used on Danzo (Had 10 sharingans haha)
Itachi used on Orochimaru (Orochimaru was a genjutsu genius)
What really happended?
I believe Madara was the one that casted the genjutsu on the 4th mizukage during the reign of the bloody mist era. It's simply after this point that he may have just let Obito give the instructions but the 4th essentially was still under Madara's control.
You could say it's similar to Madara's control over black zetsu.. He gave Obito the right to boss it around but Madara always had supreme control. If Obito was the controller we would have seem many more people being influenced by him in the series.

Madara was the caster. Obito was just passed control
So with this being said can we please stop saying Obito is a master genjutsu user!
