we havent seen tobirama yet but chakrawise he is a beast.Kishi does not compare characters in panels.

all he can show is tsunade running towards madara and hitting him. if you note that as a speed feat then its wrong. kishi doesnt explain ones speed using a panel. if a character is really fast he/she will be praised would be like "wow! what a speed demon" or something like that. so showing panels to prove a characters speed is baseless.
