It's not fair to say 'oh well it might not work in another similar situation' because that's how the sharingan was defined to work in the actual manga.
The problem I'm addressing is that you're comparing 2-tomoe Sasuke vs. Gaara with Itachi vs. Minato. The factors are too different to use that manga page as an analysis. This isn't a matter of "it won't work in a similar situation", but a "this is too different to base one thing off another".
Minato doesn't have any special speed enhancements so his reflexes can be copied.
Minato's base speed can be detected by any 3-tomoe Sharingan. When he uses FTG, however, this is a teleportation from one area to the next. We're talking about a "speed of light" travel. When Itachi can detect light particles traveling between two distances, come talk to me.
You mean to say years more of experience with the sharingan's ocular powers yields no improvement in the users efficiency? I disagree.
We saw a clear transition in detection between 2-tomoe and 3-tomoe, but we have never been told how much more a shinobi can detect between just getting 3-tomoe and more. This is the only evidence we have, unless someone out there can provide me more analysis of this.
