Rock Lee knows all the tactics that come with hand to hand combat and has never just charged in recklessly before, he worked out a way to get through Gaara's sand and he was able to not die from Haku/Zabuza combo. The guy is not an idiot, seriously. Even when he was drunk he picked the best martial art to fight the opponent with, even if it was standing on his hands, kicking with...his feet

That's a "personality" trait (not intelligence) that can be viewed differently; like some others said, he is just eccenteric; there are also other characters who have goofy-ish personalities.

Guy is not an idiot; like i said personalities might differ and Gai is not a moron when it comes to battle. Itachi is one of the most intelligent people in the manga; by comparing the him most of the characters are downright morons.

No. For Madara truly be alive again, he needs to be revived by the Outer Path: Samsara of Heavenly Life technique (Gedō: Rinne Tensei no Jutsu), which can only be used by a Rinnegan user. That's what I'm tying to say.

Sense Obito is the only one with a Rinnegan, it is up to him. . . well Madara is kinda doing it forcefully. Originally, it was Nagato's task to revive Madara with the technique, but he chose another path.
