Naruto is ignorant. He can learn though. Though he would win if a poll was taken of NV occupants, he would win as the highest profile goof. But some of that popularity is because he is a lovable knucklehead.

Guy is oblivious. Perhaps he has just had one to many blows to the head and that's why he can't remember details. BUT if you consider he faces folks and beats them, even though he seemingly gains no knowledge from their previous encounter while they can progress on a learning curve, that is saying something about MG's skill and intuition when facing a 'new' opponent.
