Kishimoto did not draw the tail being cut, nor use any Sfx to indicate it was being cut. It was simply one of the tails in the background. That's the difference.

No, it is not, unless you believe a hair clipper pierces your hair as opposed to cutting it. The example people use to "prove" lightning improves only "piercing", is taken cleanly out of the context of the situation.
