How to do Scan Lines in GIMP 2.8 :
Step 1 :
Open GIMP and go to File>New (Ctrl+N)
You should get this:

Step 2 : Fill out the dimensions- Width: 3
Height: 3
You must be registered for see images
Step 3 : Click on advanced options and go to the "Fill with" section and fill with Transparency
You must be registered for see images
Step 4 : Use the Magnify tool to zoom the image (which looks like a very tiny dot) and zoom to 18,000%.

Step 5 : Hover over to the "pencil tool"
You must be registered for see images
Step 6 : Use the softest brush you have, and reduce the size to size 1.00

Step 7 : Begin Filling the transparent image using the pencil tool:

Step 8 : Go to edit> copy and then edit> paste as> new pattern:

Step 9 : Open your image that you wanna add scan lines to:

Step 10 : Right click on the layer and click 'new layer':

Step 11 : Fill the layer type with " transparency "

Step 12 : Hover over to the "bucket fill" tool:

Step 13 : Click on "pattern fill" and search for the pattern you created earlier on (its usually at the top for the first time):

Step 14 : Fill your image with the pattern and voila:
