The last time we've seen sasuke's EMS was during the fight with Kabuto I believe. However all of his appearances afterward appear to reveal only his original MS. I theorize that Sasuke isn't able to use his full power with the conflict he was going through, and the recent lack of hatred in his heart.
We know that after Sasuke's fight with kabuto, and having a heartfelt moment with his brother, Sasuke became conflicted with his goals. Ultimately resulting in him reviving Orochimaru to talk with the past Hokages. When Sasuke questioned the Hokages he learned of the past events and especially the origins of the UCHIHA power.
Here the second Hokage talks about how the Sharingan is "Eye That Reflects Feelings". And that the loss of someone close to an Uchiha causes a change in their chakra which results in the Sharigan awakening..
He further elaborates that once the Sharingan is awakened the Uchiha's pain loss of loved ones turns into Hatred and allows the Sharingan to grow stronger.. We have seen this change occur in sasuke many times.. mostly from his fight with Danzo and later Kakashi.
The first interaction we had between Sasuke and Itachi in part 1 he hinted and this by telling sasuke he "doesn't have enough hatred", which could mean Itachi knew all along that Uchiha strength and power comes from intense never ending hatred (Sounds like Madara huh..)
As the story has progressed now Sasuke has made his decision to stand along side Konoha and wants to become Hokage. Seeing his new resolve sasuke as shown to be alot calmer and more relaxed like his prior persona in part1 however since his decision and the process to reach his decision sasuke's EMS has yet to appear. I think because of his new solve and lack of hatred sasuke's EMS may be unstable or definitely weaker than before, resulting in the recent chapters only displaying his original MS.
