None of them are cheats. Sharingan is Sasuke's own power. Sage mode is Naruto's own power, he gained it; it can alter his taijutsu.
Gates are far from being a cheat; no need to explain why.
They are not cheats; you have to be talking about base form without and chakra or bloodline limit alteration.

I don't believe Sasuke was as worn out as people make him out to be. He was able to make a chidori and could see that Naruto was holding Kakashi. It true he wasn't at 100%, but he was able to run a top speed. I believe Sasuke wasn't using the body flicker jutsu for once. That was his base speed and base mode since he couldn't use the sharingan.

The hyperventilation had no effect on naruto what so ever, Nor did it effect his speed.

Naruto is as fast or faster than Sasuke in base. People use data from before Pein's arc to base their assumptions on which is ridiculous. SM Naruto was as fast or faster than the 3rd raikage. Base Naruto is at the very, very least as fast as Sasuke if not faster. Sasuke uses his Sharingan for reflexes and speed hasn't been his forte ever since he got MS.
