Well, it was created because at the time, there wasn't a very advanced version of wind. I had created one for fire, lightning, and earth and lent a few ideas to a water one, so I figured it was time a wind one was created. Lol. It's primarily a wind element, but composed of katon and raiton chakra.
What this essentially means is that, you begin with a wind. You then forcibly send electricity through it, which is hard as it's naturally weak to wind. This creates an electric wind current. You then add fire chakra to it, increasing the temperature and deadliness of said wind. This also lowers the temperature around the wind and makes it hard for those in contact with it to breathe properly. And like you said, if it comes in contact with fire, it explodes violently.
Lightning, Fire, Water, Wind, Sound and sound based elements are all weak to Divine Wind. Lightning as it's basically still a wind. Fire because it causes it to burst into flames, which can prove both beneficial and deadly for the user. Water because the wind amounts of wind and lightning cause it to pass through the water, sending electricity through it. Wind is pretty obvious and sound because it's pretty hard to send a sound wave through wind in our roleplay.
It is weak, however, to Earth based elements. Despite the high levels of lightning, it still takes very high amounts of Kamikaze chakra to burst through earth. However, this is the only weakness of Divine Wind, aside from Wind + Fire combinations, but as noted before, this causes large fiery explosions, so it's both a weakness and strength of the element.
