Kakashi has a very large arsenal of Jutsu. He can use 3 elements, Lightning, Water, and Earth, which is something that not many other shinobi have accomplished without a rinnegan. His speed and taijutsu skills are top notch and he has MS granting him the ability to use Kamui which is an incredibly powerful jutsu. Kakashi's main weakness is that he doesn't have a ton of chakra, drawn out fights are disadvantageous to him.

Itachi is also very skilled. I don't think his arsenal is larger than Kakashi's but he has more very powerful techniques at his disposal. Amaterasu, Susanoo, Tsukiyomi, are all very powerful and difficult to counter. The fact that his MS grants him several powerful techniques and not just 1 puts him above Kakashi. I'd say their general skills are on par with one another, taijutsu, hand seal speeds, intellegence, but Itachi has the edge in stronger ninjutsu.

That said, Itachi doesn't have that great of stamina either. However, in a fight between them, Kakashi would have a hard time having to deal with Susanoo. He can use Kamui for arrows or amaterasu, and avoid eye contact for tsuki, but susanoo would be a problem. I don't know if Kakashi would be able to defeat Itachi when he has susanoo activated, possibly he could still use kamui on Itachi but that would drain a ton of his chakra.

Long story short(after I write a wall of text lol) I'd say they are in the same league but Itachi most definitely has an edge. In a fight I'd say Itachi wins, high difficulty. If Itachi isn't careful he can be defeated by Kamui, but Itachi is very smart and I don't think he would be defeated so easily.
