Konoha is literally an arbitrary establishment, not some lala land you happened to be so infatuated with. He killed Danzo to avenge the death of hundreds of Uchiha clan members, whose graves he robbed and was pardoned by Hizuren and the council. What rubbish. First of all, Gaara's been mistreaded by the Kazekage of the village, as a jinchuriki, he's just a tool of the village (basically). He had never went against his village's orders or became a missing-nin during the entire series.
It has been stated that EVERY village has been using Akatsuki's service.

And oh, the village elders, villages themselves make their own god-damn rules for their respected citizens. And the war crimes they commit against each other are...just that. War crimes. They usually settle em down with diplomacy or wars. That's called external politics, son.
