Here's the list of crimes he had commited:

- Boycotting his village.
- Plotting an attack against the village
- Orochimaru's conspirator and a long-time follower
- Battery and Assault (Kage summit, Team 7)
- Violent abduction attempt (Hachibi)
- Mass manslaughter and murder (Dozens of noble Samurais during Kage summit, all of which had families and friends)
- Aiding criminals in escape from their confinement (Okay, this is a bit of a stretch but Juugo is a total antisocial psycho)
- Assassination of a prominent political figure (Danzou)
- Joining a dangerous, wanted terrorist organisation (The Justin Bieber Army)
- Directly aided the terrorist organisation into bringing forth the Juubi (Tentacle of the Hachibi), thus making him a war criminal
- Aiding Obito Uchiha
- being too emo
