They don't count because their hollow powers give them an unfair advantage over the pure soul reapers.. Ichigo does not count because he is mixed with other stuff..

^^^ This. I simply can't wait to see his Bankai. The guy maybe is not as powerful as Aizen (due to him having Kyouka Suigetsu and its Complete Hypnosis), but he was the only one that defeated Espada with only his Shikai, and the only reason why he waited so long to kill Starrk in the first place wasn't because Starrk was strong as he is, it was because (as he said it himself) Katen Kyoukotsu simply wasn't in the "mood" for that.

I'd say that Shunsui is currently the strongest captain in the Gotei 13 and that's the reason why he got promoted to be captain-commander. Unahana died, so we'll never found out how strong she truly was, Kenpachi just learned his Zanpakutou's name and doesn't have Bankai (at least not yet), Ukitake is sick and can't fight at his full strength, and the other captains are strong, but not as strong as Shunsui.
