I have a feeling that he is the new Shichibukai.
Maybe, but why would a vice admiral be after him or his crew, why did the VA took out Bartolomeo's man? but your theory seems plausible.

Perhaps he did something that has caused him to be in the hot seat. He was willing to beat up a Vice Admiral, so maybe he's like a radical.Mmmm but isn't the VA dude after him???
And since the place is fill with pirates with big names and high bounties targeting him wouldn't be a little off??
Then people wouldn't keep referring at him as the super rookie. Not to mention he was supposed to have been the generation of a year ago, meaning a year after the war and that would have been quite late to appoint a Shichibukai.

Maybe he's called the Super Rookie because he was able to become a Shichibukai, even under those circumstances. After all, Jinbe left a spot open and so did Teach. Law assumed one and this guy did the other in record time, which is why he's the SUUUPER Rookie.
I'mma call it right now! Bartolomeo is Sabo!![]()
Hm no. Then by default he failed as a Shichibukai if people refer to him as a rookie instead of Shichibukai. On top of that if he was a Shichibukai, a vice-admiral wouldn't bother with him or his crew, let alone beating one up. So pretty much everything goes against him being a Shichibukai.
