Maybe, but why would a vice admiral be after him or his crew, why did the VA took out Bartolomeo's man? but your theory seems plausible.

Maybe a Shichibukai is exempt from arrests, but depending on the terms he made while joining, his crew might not be.
Then people wouldn't keep referring at him as the super rookie. Not to mention he was supposed to have been the generation of a year ago, meaning a year after the war and that would have been quite late to appoint a Shichibukai.

Perhaps he did something that has caused him to be in the hot seat. He was willing to beat up a Vice Admiral, so maybe he's like a radical.
Maybe he's called the Super Rookie because he was able to become a Shichibukai, even under those circumstances. After all, Jinbe left a spot open and so did Teach. Law assumed one and this guy did the other in record time, which is why he's the SUUUPER Rookie.

Hm no. Then by default he failed as a Shichibukai if people refer to him as a rookie instead of Shichibukai. On top of that if he was a Shichibukai, a vice-admiral wouldn't bother with him or his crew, let alone beating one up. So pretty much everything goes against him being a Shichibukai.

I second the sabo notion............because we know sabo was strong and craizy (as was ace and baby luffy)....and he makes an appearance after the WB war as a super rookie just like ace did! maybe to take revenge + he is in the tournament for ace's fruit!!!!

I think that bartlomeo is sabo's friend or something Remember bellamy said luffys name and then Bartlomeo said '' Mugiwara?'' Maybe he was supposed to protect luffy maybe sabo asked him to help luffy. The way he looked at him as well was like '' Ive been looking all over for you ''.
Don't forget the new warlord cut off, Zephyr's arm. That means he has a sword or some blade. Bartolomeo, does not.

A warlord is a position, not a title earned by popular opinion. I understand your points but I honestly don't think they make a difference. It doesn't matter if people call him a super duck he could still be a schichibukai.

He is too, shitty and all shichibukai need to be well famous and stuff. His bounty is a measly 210 Million beri. Pfft, The world government didn't even decide to let the supernova from prior time-skip to join the ranks of shichibukai so what makes you believe this is possible?
