There are 2 Complete Differences
First, expressing your opinion on a character is alright with most members. For Ex. "I don't like Sakura's Ninjutsu Use." That is an opinion.
But, If you just don't like the character, and repetitively hate on that character, then that is Character Bashing. For Ex. "Sakura is SOO USELESS! SHE SUCKS ASS!" That is character bashing.

Character bashing just refers to unnecessary, provoking comments about characters that could cause flamewars. Logically you can have your opinion about characters, whether they are positive or negative, however that doesn't mean you need to start bashing them, potentially provoking people who do like that character. There's just absolutely no reason to do that.
For instance you don't have to like Sasuke, but then there are people who start calling him Sasugay and that kind of stuff, which is completely unnecessary. There is no reason to show that kind of behavior. There are also people who just make thread to solely bash specific characters, most of the time void of any kind of reason.
I don't know what the difference is aside from vocabulary, and a few other details, but I do know sometimes the label of 'character bashing' is applied to criticisms that are not particularly vehement nor even inappropriate, that's why that rule can be unfair sometimes.

But criticism is not supposed to be sweet and nice, that's the difference, some people label criticism about their favourite characters as 'character bashing' just because they don't like it.
