Kishi is the only one who'd know the answer. and explain how its not nature manipulation and it wasnt that long of a time period either.

There are 5 Natural Elements, Fire, Water, Wind, Earth and Lightning. Incorporating one of those elements into your chakra is known as Nature Manipultaion. Katon, Suiton, Fuuton, Doton and Raiton.

Kagutsuchi is simply controlling the shape and form of one of those elements(Amaterasu: The highest form of Katon) through the Mangekyou Sharingan, thus it is not Nature Manipulation but Shape Manipulation.

Also, it is quite obvious that the databooks are written by Kishi long before they are published and released onto the market. Therefore, Kishi wrote about Itachi's powers and his Susanoo long before this chapter came out, his writings were only published after it.

The Data Book is Absolute in regards to Susano'o requirements. Until it isn't refuted by any means, the original statements on double MS/EMS requiring one eye to have Tsukuyomi and the other Amaterasu to unlock Susano'o still holds.

Your views on Kagatsuchi are quite wrong as Sasuke fimply manipulates the existing flames and creates different variants of it. This doesn't prove your point at all.

Just as the manipulation of time and space inside a Genjutsu is known as the Tsukuyomi!

Sasuke being shown to use his Right eye for that Jutsu proves it! If it wasn't a legitimate MS jutsu, why wouldn't Sasuke control the flames from the same Left eye he creates them from?

It has been stated in the manga! His Left eye creates them and his Right eye controls them! Sorry but there is no denying the fact that they are Sasuke's MS powers!

That is why Sasuke's Susanoo has unique weapons! It is due to his Enton that Sasuke can use Amaterasu through his Susanoo.

There is no denying this, the manga has said and shown this time and again.
