Konan specializes in Origami , so shes good in it. She set the trap and took obito to that place. Shino had no chance against konan.. she simply overpowered them. There was no intelligence involved there.
Tsunade:
- Always has the teams ready to go
- She knew SM was needed to go against Nagato, hence why she sent Naruto to train.
- Her counter to Pain's technique
- Greatest medic of all time
- Only one to counter Chiyo's poison (Sakura did it cause Tsunade is her teacher)
- Made the god damn laws for medic ninja
- Knew that Naruto and B are needed to win the war.
That obito would've killed Konan in 2 minutes.

Well first of all I'd like to point out that not everyone can spy with a foreign object...how many people in the series have done so?! There are more than Konan, and to be precise they include Gaara, Shino, Orochimaru, and Ino. To do so they required a jutsu (or in Orochimaru's case a bamboo straw to spy during the Chunin Exams). Other than them, no one has ever actually spied using some type of jutsu. Thus, your argument is not entirely accurate.
Second, the Aburame Clan consists of intelligent members. During the Konoha Invasion arc, Shino had to fight against Kankuro. Unlike Kankuro, Shino didn't know the full capabilities of his enemies (Kankuro's preliminary match was short, but Shino's was a far longer fight). Shino still managed to practically outwit Kankuro despite the disadvantage. Konan did use strategy as she doused herself in water and then fused her paper clones with explosives...allowing herself to suicide bomb them and still survive. Add on several more members of the Aburame Clan, and the fact that their insects take chakra, she did use effective strategy in combat.
On to Tsunade. Everything you listed had nothing to do with a strategic or intelligence moves during combat. The only one that was actually nicely done was using Katsuyu to protect the village. The rest are simply a reppitition of medical feats not combat feats.
1. Tsunade did not suggest for Naruto to learn Sage Mode, Pa actually offered. Tsunade simply accepted and allowed this.
2. Has the teams always ready to go is a very vague term that needs elaboration. As a Hokage she naturally manages the deployment of teams. Even then, she has Shizune as an aid to assist her. This is not much different from Konan's Paper Angels used to collect information. If you refer to the Kage fight, the first person to rally the team is Oonoiki. Madara even comments that Oonoiki is the person who's will he needs to break.
3. I don't recall Tsunade countering the poison of Chiyo...if I remember right Chiyo mentioned that Sakura on her own had managed it. It was Sakura's feat not Tsunade's.
4. Medical Laws don't really have anything to do with her in a combat situation....they were simply established to prolonge the life of Medical Ninjas so they can heal their comrades.
5. Tsunade initially thought they would serve as a way to bolster the strength of the Allied Army...not that they were vital to the war. When Ay and Tsunade arrived to stop them, she initially was not planning to let him pass; however, Naruto's words sank into her. As such she allowed them to pass. It was in fact Shikaku who realized the need for Naruto, and ironically they had already been sent ahead.
My point wasn't that Tsunade is dumb...obviously she is an incredibly smart individual who is talented in Medical Knowledge. However, she does not formulate strategies in combat. Against Orochimaru she simply chased after him and just hit him. She even simply took his sword to the chest instead of finding a more efficient way of blocking the attack. Against Madara she simply tanked his attacks. For example, she charged forwards despite being stabbed by two Susanoo swords. I believe Ay even mentions her fighting is getting sloppy to which she replies along the lines of, "It doesn't matter.". A second time is when she simply tanks a large scale Katon jutsu instead of relying on Gaara's sand defense. Immediatly following this point, she actually times out on her jutsu, and was completely unaware of the fact she was almost done...had she strategized she should have been aware of this time limit. Luckily, Dan saved her.
So I shall say again, the reason people compare Konan to Tsunade in terms of intelligence is because Konan truly is an intelligent person. She was smart enough to observe and understand Obito's Jutsu without being told how it works...no matter how you slice it, it requires intelligence to decipher. Also, it requires even more to realize the time limitations...because how many times would Obito trully be pressed in such a situation. Konan is not as strong as Tsunade, but because of her ability to observe and strategize in her battles, she has the intelligence to combat strong opponents.....she managed to blow Obito half to hell with a prepared trap. She even prepared her bombs to last twice the length of Obito's limit JUST TO BE SURE.
Also, whether or not Obito changed much is truly irrelevent. The only thing that changed was that he took the Rinnegan. Obito's endurance or chakra did not change. So she did in fact damage the Obito who took a rasengan to the face.
When people post comments, it is only common courtesy to treat them respect even if your opinions differ. For instance, you do not think Konan deserves to be compared to Tsunade, and I do. However, just because we have different views does not mean that you have the right to not even consider what an individual says, and proceed to insult them for it.
