You CAN'T debate this. Fact is nobody knows what Tsunade would do with the information of Tobi's powers. You don't know what sort of plan to kill Tobi Tsunade would uptake and whether it would work. You don't know whether she would set paper bomb traps just like Konan that would have the same effect as Tobi and whether Tobi would entertain her enough like he did with Konan for him to work. You don't know whether Tsunade is going to figure out from analysis of Tobi that his power is the same as Kakashi's and that the Kamui dimensions are the same so she basically employs Kakashi to do her dirty work, like Naruto has done. You really just don't know.
There cannot be a comparison of Konan and Tsunade based on DEFEATING Tobi, but you could make a comparison based on other things: Their ability, experience, techniques, who might defeat who based on situation, who might be the better shinobi etc... but not on who would have defeated Tobi given the same amount of info and prep-time.
But I get where people are coming from when they say that Konan is superior because she has demonstrated a feat that Tsunade hasn't that might be considered more impressive than any of the feats that Tsunade has; this being almost killing Tobi, even if it was with prep-time. Nevertheless, it's based on what has been shown of Konan and what has not of Tsunade and not of whether Tsunade could or would the same in the same situation.
