well, saying Itachi can't defeat the majority is going way too far, Itachi in his prime is easily top twenty, probably top fifteen, one can't be sure without knowing exactly how strong the past kage were.

but yeah Itachi going blind is a big weakness which the vast majority of people don't even consider. one v one in prime conditions he poses a threat to pretty much anyone, but if he had continued to live, even assuming he wasn't sick, he had to steal sasuke's eyes to survive. other than that he would have either had to beg tobi for a set of sharingan or just fight with three-tomoe only. same story with Tsunade's yin seal and byakugou, yeah for a one-off fight it's sure nice but the long-term cost is very steep as well.
