Those words were all in the interview. He is talking about Power Development AND Character Development. Hence him putting Sasuke into the manga for the purpose of being Naruto's rival. When he said progress as a pair he meant in everything.

He compared them to yin and yang, which are equal halves of one whole. Yin and yang have never stopped being equal parts, so I think it's safe to assume Naruto and Sasuke will stay equals until their battle; only until their battle, one will be stronger than the other one before it switches again.

sorry buddy it just you not accepting the fact or trolling cause even though yin and yang are equal chakra doesn't mean sasuke and naruto have equal amount.lol re sasuke has no chakra up to naruto's sorry buddy at this very moment it obv sasuke can't battle naruto.
