Doflamingo would need mid diff max for Zoro. More realistically low-mid.
He basically stomped Sanji. Anything prior to G4 was a joke for him.
Scenario 2:
DF less Doflamingo beats Zoro high diff. He still has superior Haki, speed, reactions, durability.
It'll just take him more time to take down Zoro.

Scenario one= doffy low diff
scenario two= doffy high diff. Zoro couldn't cut the birdcage, it's a clear indication of who's haki is superior. Plus doffy reacted to sky walk and gear 2, far better reflex imo.
Fujitora couldn't cut Birdcsge either.
So? Are you blindly assuming that an admiral should automatically have a better haki than another pirate with a high rank?
