As you said in VM, you come up when the mist forms, so when the mist forms I activate my Byakugan to have a clear view, and I notice you're gone and with my 360 vision I see you almost coming up from underground. You know my location, since I didn't move, but at the moment you're about to come up I see you exerting chakra from your body to create an attack, and I quickly use

The lightning would be negated by the dragon tornado, it's lightning + wind, and higher ranked. O_O
So my tornado gets weakened, and you make one as I'm making mine (I suppose), so we are finished at about the same time..
