Byakuya was the central antagonist up to that point. That's why he faced Ichigo in the arc's final showdown. Nothing more.

If Kenpachi and Byakuya fought, Byakuya would be left standing as the winner but succumb to wounds moments later. These two Captains are in the same league.

The reason he was the central antagonist was not just because he ralated to rukia but because he is a beast who belongs to a royal family. Byakuya is only behind Yamamoto and that shunsui in my opinion he would win against the rest. Kenpachi falls behind him.
