It could. And the force of an A-rank wind technique will only empower the flame, though it'll only be an A-rank wind/fire combination. It doesn't have enough juice to be an S-rank. Normally, a B-rank water technique would be enough to put an A-rank fire technique out but it would probably take an A-rank water technique to take out the A-rank wind/fire combination. I'll get this confirmed first, so stay put.

Alright, this technique allows you to create rings of fire after spewing out flames. If you know the technique, Wind Release : Divine Wind, it allows you to generate four pillars of wind right? You can naturally combine the rings with the tornadoes to form tornadoes of flame. Another combination can be read in the description of this technique. It requires a single handseal so its quick. Its mid-ranged so you'll love it :3. Any questions about this technique? (the combinations in the description would probably be of B-rank level)

How does this combine with wind would using wind destroy the shape just making it a fireball or would it retain its shape manipulation
You know like chidori senbon dont combine with water they merely pass through and continue on to the opponent

Lol, I never see this technique be used in combination with a blast-like wind technique. It would be better if used with a tornado-like wind technique since the rings are spinning in the same type of manner. (circle) Moving on,Yeah just one or two

I remember this technique from the Chuunin Exams, Sasuke VS Orochimaru. You will first bind your enemy with a cord of ninja wire. After that, you will put your end of the cord in your mouth so that you are able to use your hands to perform the handseals, 'Snake, Dragon, Rabbit and Tiger'. With the cord in your mouth, you will release a stream of fire along it that will travel towards your enemy. Once the fire gets to your enemy, they will take burning from the waist up. Try to perform it on my clone rp-like.

Ahh i always liked this technique
I begin by drawing two shuriken with ninja wire attached to them unknown to you
I throw the shuriken in a wide swinging arc one to the left and one to the right causing them to wrap around your body binding your arms leaving you unable to peform handseals the shuriken also meet in the middle sticking in your chest to increase the binds strength as i focus up my katon chakra and place the cords between my teeth peforming the handseals and spitting a collosal amount of fire down the length of the cord incinerating your clones upper body

Requires a single handseal. Has been shown during the fight of Orochimaru and Hiruzen Sarutobi (user) to ignite the mud I believe, in order to turn them into melting, mud bombs. Note that these are in the form of a single fireball, its much bigger than your prevous techniques though. Pretty simple, moreover its mid-range. Any question you are wondering about this technique young one?

You will first need to perform six handseals for this technique and carefully use shape manipulate in order to shape it into a genuine-looking dragon. Used by Jiraiya and Hiruzen, this technique was able to curve around as well to the right and left, also at the same time, front. This technique is definitely good enough to melt earth to turn into a earth/fire combo as well.
