Your top 5 fastest shinobi

The reason why I didn't put shisui in my top 5.
1. Because I haven't seen his speed.
2. He uses body flicker. Every ninja above chunin level knows the body flicker technique. We saw it all the time in part 1. Jman used it some of hiruzens adds used it. Everyone can use it. What's so different about his?

Minato ftg is the fast thing in naruto.
Naruto has close to ftg speed with out using ftg
Raikage was titled fastest shinobi after minato died
Itachi it was said when he runs shorts distances it appears as if he's teleporting as seen in manga/anime
Gai/lee with gates. We've all seen what these two can do.

Naruto/fox mode enables him to be fast and is suppose to surpass minato
Minato
3rd Raikage/stronger and faster than 4th raikage. he can stand toe to toe with 8th Tail beast.
4th Raikage

2:Naruto (KM)
3:A (lighting body flicker)
4:Uchiha Shusui ( Fastest Uchiha so hes prob faster then itachi and Sasuke)
5:Gai ( Gates between 6-7 we haven't seen 8 yet though

)
Cant really choose between gai and shusui cuz we haven't seen shusui in action

He was known as Shishui of the body flicker....And shishui the greatest genjutsu user of the uchiha.....Body flicked is moving so fast that you dissapear and reappear somewhere else.......And to get a moniker, he had to be really fking fast with it..

Here is something like body flicker,sasuke was just being extremely fast, still to slow to be considered it
