However,there should be a numerous amount of character that can dodge Bee when he goes V1/2 and I see Itachi is one of those.

Minato ftg is the fast thing in naruto.
Naruto has close to ftg speed with out using ftg
Raikage was titled fastest shinobi after minato died
Itachi it was said when he runs shorts distances it appears as if he's teleporting as seen in manga/anime
Gai/lee with gates. We've all seen what these two can do.

Anyway,Hiruzen got 5 in genjutsu most likely because he survived Hashirama's genjutsu,the databook stats aren't considering about just how powerful your genjutsu is,it also looking at how smart enough for you to anticipate/avoid/break it.

Databook statement shouldn't be argued,because they were all written by Kishimoto.Which negates all arguments.

Um where the **** is shunshin no Shisui in these lists.....he's faster then Kakashi Itachi and Sasuke he could have been faster then Gai/Lee but thats tough to call without more info.

For what it's worth, the Kyuubi is INSIDE Naruto. So not exactly an "external" power source. It's hard to know where to draw the line. Naruto might be slow without the Kyuubi, but Itachi might suck at genjutsu without the Sharingan. And no, he wasn't born with the Sharingan, he activated it through training (much like Naruto did). Gaara's sand incarnate protection is still there even though the Shukaku is gone. I get what you're trying to say, but I don't see where you draw the line.

Naruto worked his tail off to get that power from the Kyuubi; I consider it his.

Shisui had ST? That is news to me. He was known as Shisui of the mirage or Shisui of the body flicker. The body flicker is a jutsu anyone can use, it isn't ST.

To be honest I don't even know how anyone can rank Shisui, he has 0 feats. We dont even know that exact reason as to why he was called Shisui the body flicker (as far as I know). Kakashi earned the nickname 'copy ninja' because he used it so much, not because he was the best at copying jutsu's. This could be the same with Shisui.

My fault, you're right. I read a misleading translation once as "Shisui the Teleporter" and mistakenly associated that with S-T jutsu. In which case I keep both Gai and Naruto on the list.

I don't really know if you know this but 8<9.

The 8-tails is less than the 9 -tails in literally every way. Tailed beasts go up in strength. And I don't know if you have seen Naruto in tailed beast cloak, but even one or two tails is insanely fast.

That isn't even counting his new KM. Bee is fast with his tailed beast cloak on, but he isn't that fast.
