My top ten don't go by strength but particular characteristics I love in them:

1. Sasuke - gullible, hate-filled pit of emo-ness >3
2. Naruto - his heart <----------------------------------------------3 is this big
3. Yamato - scary face, his wood ;D
4. Mei - her body, face, hair
5. Sai - reminds me of Sasuke, his navel
6. Utakata - reminds me of Sasuke with better hair
7. Orochimaru - funniest character in the manga IMO
9. Itachi - highly intelligent and rarely speaks
10. Evil Gaara - the whiny pitch in his anime voice is so....xD

No. Not a single person in the series, nor Kishimoto, has said Hashirama is the strongest Hokage. Not once. Kishi HAS said repeatedly that Hiruzen is indeed the strongest of all Hokage.

You like many people misread that. He said that Hashirama's strength was deemed mythical by those that heard of it, just as the Sage's existence was. Kabuto never compared Hashirama's power to that Sage's. AT ALL.

Despite the fact that some scanlations miss some things, this one got it. To answer your question, you missed this:

There aren't ninja of the level of the First Hokage anymore... All the people agree with that
The people that heard of his strength consider it a fairy tale, just like the Rikudo Sennin

People don't even consider the Sage to have existed, which is what the people who heard about Hashirama's strength believed about that supposed strength.

How is Hashirama above Tobi, Madara and Nagato? Firstly just because he's beat Madara before doesn't mean he can now. He has no answer to Tobi's intangibility and speed let alone his rinnengan. Finally Nagato has a list of jutsu's to deal with Hashiramas wood style without chibaki tensei.
