Top 5 would have to be:
5. Kidomaru, while no one really talks about him to begin with, he can beat a lot of people in a no intel fight. The webs are near impossible to cut. He stopped 3 Anbu and an Anbu leader while they fled the village.
4. DSM Kabuto w/o edo tensei - He put Itachi and Sasuke in a genjutsu, which they only escaped due to being together. Kidomaru's webs are impossible to cut. You need either a super high level fire tech like Amaterasu, or Hyuga kekkei genkai to counter, which was also being used at the same time as Kimimaro's bone forest...Plus Kabuto has Orochimaru durability...
3. Kisame, he got intel off turtle island in a weakened state (starved in Samehahda for weeks), and still put up a decent fight against 7G Gai despite being weakened, and being ultimately disadvantaged. GSB absorbs chakra and grows bigger, that makes him the ultimate counter to Jins. He's top 4 in akatsuki easily. While I think Itachi is stronger, he's the guy that dies 5 seconds in a versus thread.
2. Jiraiya, people think anything around Itachi/Minato/Nagato tier shats on Jiraiya.
1. Hidan, people think Kimimaro beats this guy L O L. He was capable of hitting Kakashi in a taijutsu skirmish, although easily outsmarted as well. I do agree that he's the weakest member, but the guy is still easily an S class ninja, despite people downplaying him and trying to put him at high jonin.
