Lord Teuchi is continually underrated by everyone because they fail to acknowledge his strength.
He is manipulating Sasuke as of this moment, Sasuke is a mere pawn to him, he even manipulated Kaguya but failed to foresee this outcome which is out of character for Lord Teuchi, I must admit.
