Ninjutsu : i agree with you , Kishi gave her 5 because Medical Ninjutsu is...Ninjutsu
Taijutsu : maybe One of the Best in Narutoverse , agree.
Genjutsu : Same.
Intelligence : She is intelligence , but Not the most intelligent , if you Give her 5 , that means she is in the Same level of intelligence with Kakashi , Itachi and Minato , that's not Happening , She deserve 4 or 4.5 at most in Intelligence.
Strength : No Comment.
Speed: I Think 4.5 is a little Overrated , and again , Use Other characters stats in Comparison , She isn't very Fast and as you said , she isn't the Slowest. 4 is good.
Stamina : you have a good point here.
Seals : Well , I Can't agree on This , seals are given to Characters who
-Use seals , Basically.
-Use them really Fast.
She Showed none of them , i guess Making seals when The lower part of her Body is meters away from her Shouldn't be Count here. It should go in Strength or In Endurance (if there is any.) She deserves 3.5 here.

Even Kishi himself gave her 5. But disconsidering this, let's take it normally.
Tsunade is praised to be a prodigy in the medical field. And you can't deny that.
Even in the real world, medics are highly intelligent people.

She is a Hokage, you don't put stupid people in the lead of a nation. Throughout the manga, we have seen her routinely formulating teams of ninja whose abilities best complement specific missions and synergise well with one another

We also know that ninja of high intellect are expected to be capable of calculating incredibly complex tactical figures, which may help Tsunade evaluate the best course of evasive action to take, even during the heat of combat.

Sakura's her student. And Sakura has been noted to be one of the most intelligent in Konoha 11. Take out Shikamaru who is a great tactician, of course.
Now, let's look at another feat of her intelligence.
Pein war.
Rather than listening to the advice of the elders, she sent Naruto away to get stronger.
Rather than recklessly attacking Pein, she healed the villagers. As well, she used Katsuyu to get more info on Pein's abilities.

Speed. Well, I think the feats I have shown speak for themselves. I didn't put 5 because I know that there are characters faster than her, as I've said up there. Now, about the character stats, not only once the Databook has proved to be in contradiction with the manga, so that's why all I posted here is based on the manga solely.
Seals. I told you on what I base my statement. If she wasn't shown to do seals, that doesn't mean she doesn't know how to do them. Shinobis were praised for doing lesser seals because that would shorten their reaction time against an opponent.
I mean, you save up to few seconds of reaction time in a combat rather than losing time in doing them. And the Mei reference I think it speaks for itself.
Anyway, I backed-up my statements... everyone believes what wants.
